To earn RCSP recognition, specialty programs are required to complete an application demonstrating the sponsoring program's ability and willingness to comply with the 26 RCSP Criteria.
Applications consist of submitting sample materials, explanations of procedures, and evidence that an organization is financially, legally, and administratively able and willing to run a sound program.
Administrative staff reviews submitted applications for completeness and processes them for formal review.
Then, a three-member panel of the RCSP Committee will assess each application and seek further documents, ask questions, or request that the applicant make changes to existing policies. This review is a cooperative process that gives programs the opportunity to work with the Reviewers to meet RCSP standards.
After the Reviewers are satisfied that a program does meet the Criteria, may eventually meet the Criteria, or will not meet the Criteria, they submit a final report to the RCSP Committee.
The Committee looks over the report, conducts aadditional oversight, and may remand the application back to the reviewers for further work. They then make a recommendation to the FCLB Board of Directors.
The Board is responsible for the final decision of any RCSP Recognition.
The application process generally lasts three to four months. It includes a very in-depth review of each program.
